摘要
养殖场车辆的清洗消毒是防控非洲猪瘟的关键环节之一,车辆洗消中心承担着对运输车辆及人员、物品进行清洗、消毒、烘干的功能。当前我国部分猪场存在建设成本高、清洗消毒重视程度低、消毒检疫监管不严及惩处力度弱等问题,而未做好车辆洗消中心建设工作,难以充分发挥清洗消毒的防控作用。这提示:企业应承担起防疫的主体责任,充分认识建设洗消中心的积极意义;政府应加大财政补助与技术支持;畜牧兽医主管部门应制定相关行业标准和增加惩处力度,构建联合执法机制,形成执法监管合力。
As the cleaning and disinfection of vehicles in livestock farms is one of the key procedures for prevention and control of African swine fever(ASF),the functions of cleaning,disinfecting and drying for vehicles,personnel and relevant materials are undertaken by the cleaning and disinfection centers.At present,the centers failed to fully play their role in disinfection and cleaning due to the following problems in China:high cost in some swine farms,paying less attention to disinfection and cleaning,relaxed supervision over disinfection and quarantine,and unsound penalty system.In view of the above problems,it was suggested that the main responsibility for prevention and control of the disease should be undertaken by enterprises that should also fully recognize all positive meaning for building the centers;financial subsidies and technical supports should be strengthened by the government;and relevant industry standards should be formulated by veterinary authorities that should also be responsible for enforcing penalties and building a kind of joint enforcement mechanism to form the resultant force for law enforcement and supervision.
