摘要
20世纪末至21世纪初的世界经济全面迎来了一个全球化的时代,统治了西方劳动关系研究数十年历史的制度主义随之遭遇了前所未有的挑战。这突出地表现在关注劳、资、政三方和国家正式制度的系统理论开始逐步丧失对于劳动关系世界的解释权。学者们试图突破局限,尝试从不同角度升级系统理论。贯穿这一系列理论升级的红线则是在国家制度和劳、资、政三方框架之外寻找对于产业关系多样性的解释变量。这其中包括:次国家产业关系系统视角关注国家内部产业关系子系统,强调地域、行业、次国家行动者等影响因素。资本主义多样性视角将产业关系系统整合进资本主义政治经济体制而进行通盘考量,认为其他的社会经济子系统是影响产业关系系统“路径依赖”的关键变量。全球价值链视角则尝试突破国家疆界,以供应链上的控制机制为路径构建因果链条,特别关注领导企业对于供应商雇佣关系实践的影响。这些理论尝试都仅仅部分地解决了系统理论在全球化时代所遭遇的挑战,并且未能全面升级比较产业关系研究的分析框架。全球化时代,制度主义虽然实践着艰难转型,但仍然面临困境。
Institutionalism has dominated the field of labor relations for a number of decades,and are nowadays faced with great challenges.Its focus on a tripartite scheme and formal national institutions undermines its explanatory power for the world of labor relations in an era or globalization.During the past a couple of decades,scholars have embarked on important efforts to tackle this problem and upgrade the paradigm of institutional industrial relations.This includes the subnational industrial relations system perspective,the varieties of capitalism perspective,and the global value chain perspective,all of which seek to identify important predictors of variations in employment relations patterns.These pieces of scholarship,however,have each only partially resolved the challenges posed by globalization.Neither did they provide a new analytical framework for comparative industrial relations studies.The authors call for more theoretical efforts among institutional scholars toward accounting for the everglobalizing workplaces.
