摘要
随着城市化的发展,PPP模式在我国越来越受欢迎,它不仅能够提高项目的整体效益,还能降低政府的负债金融负担。而PPP项目能否落地投资就需要物有所值评价这一准则来衡量。文章基于A污水处理厂PPP项目,结合物有所值评价准则,优化PPP项目评价指标体系,在采用不确定层次分析法的同时引入异权重专家打分法确定项目指标权重,对A污水处理厂项目进行物有所值定性评价分析。A污水处理厂项目通过物有所值评价。
With the development of urbanization,the PPP mode in China has become more and more popular.It can not only improve the overall efficiency of the project,but also reduce the financial burden of the government.And value-for-money evaluation is required to determine whether the PPP project can be invested.The article is based on the PPP project of A sewage treatment plant,combined with the evaluation criteria of value-for-money,optimizes the evaluation index system of PPP project,and adopts the method of uncertainty analytic hierarchy and heterogeneous expert scoring method to determine the weight of project indicators to carry out qualitative evaluation analysis of value-for-money of A sewage treatment plant project.A sewage treatment plant project has passed the value-for-money evaluation.
