摘要
物有所值(VFM)作为PPP项目的核心理念近年来受到政府高度重视。作者使用文献分析和比较研究法从国外和国内两个层面,从VFM的定义与内涵、VFM定性评价、VFM定量评价三个视角分析了国内外PPP项目VFM评价研究的现状与发展;并对比总结得出了PPP项目VFM评价国内外研究的区别与联系。根据比较研究结果,探讨得出目前我国PPP项目VFM评价研究存在的不足:一是VFM定量评价没有根据项目实际进行专门的PSC指标构建;二是风险量化方法和折现率选择不够科学;三是仅将事前评价结果视为项目决策的重要依据,而忽视了对项目VFM的后续评价与追踪。最后,就这些不足提出了两方面建议:改进PSC评估法的应用和完善VFM评价体系。为推进我国PPP项目VFM评价研究与应用提供了新的思路。
In recent years,the government has paid high attention to Value for Money （VFM ） - the core idea of PPP . The literature analysis method and method of comparative research are used to study the status quo and development of VFM assessment from foreign and domestic aspects ; the paper then compares and summarizes differences and connection of foreign and domestic research for VFM assessment of PPP projects according to the research of definition and connotations of VFM,qualitative evaluation and quantitative evaluation. According to results of comparative research, domestic research deficiencies of VFM assessment are discussed ： the first one is implementers didn＇t establish a specialized PSC indicator system for actual project during VFM quantitative evaluation, the second one is the risk quantification method and the choice of discount rate are unscientific,the third one is government only regards advance evaluation results as important reference of project decision, but neglects the follow-up evaluation and tracking of VFM assessment. At last,two supporting suggestions that improves the application of public sector comparator and perfect VFM assessment system are put forward, which provides new ideas for advancing domestic VFM assessment research of PPP projects.
