摘要
电力行业是我国国民经济和社会发展的基础能源产业,电力体制机制改革事关国民经济发展大局。广东省在电力改革方面走在全国前列,目前广东电改已经进入探索建立电力零售市场阶段。在这方面,澳大利亚拥有一定的经验,其电力零售市场经过二十多年的不断完善,其运行模式和监督机制已较为成熟,具有一定的借鉴价值。本文首先分析了澳大利亚电力零售市场的运行模式;其次,重点阐述了澳大利亚四个主要的电力市场监管机构,尤其是各个机构在电力市场中的职能;最后,本文借鉴澳大利亚电力零售市场的政府管理结构、售电公司的结算管理与多元业务等方面为广东电力改革总结了几点启示。
Since the reform and opening up, China’s continuously deepening energy management system has played an important role in promoting the development of energy productivity, making China rapidly emerge as the world’s largest energy producer and consumer. Among them, as a pillar of the national economy and social development, the task of power system reform is complex and arduous. After more than 20 years of continuous improvement, the Australian power retail market has matured and its operation mode is highly competitive. Therefore, analyzing the successful experience of the Australian power retail market has a good reference for China’s power system reform. This paper first analyzes the operation mode of the Australian electricity retail market. Secondly, it focuses on the four major power market regulators in Australia, especially the functions of various institutions in the electricity market. Finally, this paper draws on the government management structure of the Australian electricity retail market. The sales management company’s settlement management and diversified business have provided some inspirations for Guangdong’s power reform.
