摘要
本文从"生存公平"和"劳动公平"两维度视角,研究社会保障制度建设的"保障适度"标准问题。(1)分析了生存公平和劳动公平的内涵,提出生存公平是"保障适度"下限标准,劳动公平是"保障适度"上限标准;(2)分析了生存公平和劳动公平作为"保障适度"标准的人口学和经济学原理,并提出对其进行定量测度的指标和现实政策应用实证;(3)提出社会保障适度发展策略,以实现社会保障与经济发展的协调统一。
This paper explores the issue of moderate benefit levels of social security systems from the perspectives of"survival fairness"and"labor fairness".It seeks to explain the connotation of survival fairness and labor fairness,puts forward that survival fairness is the lower threshold for"moderate protection"whereas labor fairness represents the upper threshold.The paper further analyzes the demographic and economic reasons for using"survival fairness"and"labor fairness"as the criteria for"moderate protection",and proposes indicators of quantitative measurement and policies.Finally,it puts forward strategies for developing social security systems which provide moderate protection,not least for the coordinated development of social security systems and economies.
