摘要
农村地区根深蒂固的传统观念使得我国农村殡葬改革的推进面临困难,而现行《中华人民共和国殡葬管理条例》内容的笼统和抽象也使得其在实践中难以取得实效。在大力推进社会主义新农村建设和农村城镇化的大背景下,应从重塑厚养薄葬的法制理念、建立殡葬行业的竞争机制、确立殡葬方式的选择权利方面,完善我国农村地区的殡葬制度,以协调村民对传统习俗的诉求和我国推行火葬的改革要求,推进农村殡葬改革的最终落实。
The deep-rooted traditional concept in rural areas in China makes it difficult to carry out the reform of funeral in rural areas in China. The general and abstract contents of the current Regulations on the Administration of Funeral of the People′s Republic also make it difficult to achieve practical results. Under the background of vigorously promoting the construction of a new socialist countryside and rural urbanization, we should improve the funeral system in rural areas of China by reshaping the legal concept of more support to old people and simply burial to the dead, establishing the competition mechanism of the funeral industry, and establishing the right to choose funeral methods, which can coordinate the villagers′ demands for traditional customs and the reform requirements of funeral in China and promote the final implementation of rural funeral reform.
