摘要
目的:测算2017年北京市公立中医类医院的运行效率,为北京市中医类医院的发展提供建议。方法:整理北京市所有公立中医类医院的年度报表数据,通过DEA中的CCR和BCC模型测算其效率情况。结果:33所公立中医医院中,6所医院总体有效,有效率仅为18.18%。从医院级别来看,二级医院的纯技术效率优于三级医院;在非总体有效的三级医院中,60.00%以上三级医院处于规模收益递减阶段,在非总体有效的二级医院中,88.89%处于规模收益递增阶段。民族医医院的总体效率低于其它两类医院。从医院所在区域来看,生态涵养发展区医院的投入最低,城市发展新区投入最高,75.00%(3/4)生态涵养发展区非总体有效医院处于规模收益递增阶段,而城市发展新区中,83.33%(5/6)医院处于规模收益递减阶段。结论:北京市公立中医类医院整体效率不高;中医类医院,尤其是三级医院的内部管理和技术水平急需提高。政府应加大对民族医医院的重视,适当扩大其规模;同时合理配置各区域的卫生资源,并实事求是地制定区域发展规划,以实现全市中医药事业的协同发展。
Objective: To analyze the efficiency of Beijing public hospitals of TCM category in 2017, in order to propose some suggestions on such hospitals' better development. Methods: Annual data of all public hospitals of TCM category in Beijing was collected, to calculate the efficiency of included hospitals with CCR and BCC models in DEA. Results: Among 33 hospitals, only 6 hospitals were completely efficient, accounting for18.18%. As for pure technical efficiency, secondary hospitals were better than tertiary hospitals;and for scale efficiency, 60.00% tertiary hospitals was in decreasing stage, while 88.89% secondary hospitals was in increasing stage. Besides, the efficiency of national hospital is lower than the other two types of hospital. From the view of districts, hospitals in eco-conserving district, with the least input, were relatively more efficient than those in the other districts. Moreover, three quarters of hospitals in eco-conserving district was in increasing stage,83.33% hospitals in new district of urban development, where the input was the most, was in decreasing stage.Conclusion: The overall efficiency of public hospitals of TCM category in Beijing was not high. And these hospitals, especially tertiary hospitals should improve theirs' inner management and technology level. Besides, government should attach more importance on national hospitals, allocate health care resources properly among districts, and draw up plans that suit the actual situations of each district.
