摘要
通过研究国际合作评价进展与“一带一路”创新合作模式,运用“五通”理论构建中国与21世纪海上丝绸之路沿线国家合作评价指标体系,测算了中国与21世纪海上丝绸之路周边33个沿海国家2005—2016年合作指数得分,并从时序波动、梯次划分和领域分析三个角度开展分析讨论。结果表明:不同国家与我国在海洋领域合作指数排名变化趋势差别较大;海洋合作评价指数得分梯次差异明显,俄罗斯和新加坡两国稳定领先,东盟国家整体得分较高,南亚国家次之,西亚与中东欧地区国家得分较低;发展对外海洋合作旨在追求政策、设施、经贸、资金和民心等全方位合作,各国在不同领域表现有所差异。
Based on the research progress of international cooperation evaluation and the“One Belt,One Road”innovative cooperation model,the evaluation index system of ocean cooperation was constructed by using the theory of“five links”,and the cooperation index of 33 coastal countries around the Marine Silk Road in the 21st century from 2005 to 2016 was calculated.The analysis and discussion were carried out from three perspectives of time series fluctuation,rank division and domain analysis.The results show:there are great differences in the ranking trend of cooperation index between different countries and China in the marine field;there are obvious differences in the ranking of cooperation index between different countries;Russia and Singapore are leading steadily,and ASEAN countries have higher overall scores,followed by South Asian countries,West Asia and Central and Eastern European countries;the purpose of developing foreign cooperation in the marine field is to pursue all-round cooperation in policies,facilities,economy and trade,funds and people’s hearts;countries differ in performance in different areas.
