摘要
[目的/意义]旨在探索公安机关情报指挥一体化运行现状,为继续推进公安深化改革提出建议。[方法/过程]根据公安部下发的文件精神和目前警务工作面临的问题,分析了进行情指一体化改革的必要性,通过收集资料和实践探索掌握浙江、广东等地区公安机关情指一体化运行模式,从工作体制、机制、资源整合几个方面介绍其发展现状。[结果/结论]针对情指一体化运行模式中存在的问题,提出从健全体系架构、深化情指对接、建立奖惩机制、提高队伍素质四个角度的完善建议。
[Purpose/significance]The paper is intent to explore the integrative operation situation of intelligence and command in public security organ,and give advice on deep reform.[Method/process]According to the document issued by the Ministry of Public Security and the current problems in the police work,the paper analyzes the necessity of the integration reform,grasps its running mode in Zhejiang,Guangdong and other regions through collecting data and exploring practice,and introduces development status from the aspects of working system,mechanism and resource integration.[Result/conclusion]In view of the problems existing in the running mode,the paper puts forwards suggestions from the perspectives of perfecting the system architecture,deepening the connection between intelligence and indicator,establishing the reward and punishment mechanism,and improving the quality of people.
