摘要
近些年来,监狱在罪犯大病救助上所面临的困境愈发严峻。既要承担监管安全的风险,还要背负沉重的经济负担,更要应付对监管秩序的冲击。之所以如此,在社会公民的人权意识、生命意识、生活质量意识不断增强的大背景下,这与我们对罪犯外医的性质认识不清、对医疗条件的保障严重不足、罪犯保外就医难度不断加大、罪犯医疗仍未纳入医保体系等等存有极大关系。为此,有必要提高罪犯外医的性质认识、切实强化罪犯医疗的保障条件、切实畅通大病救助渠道等。
In recent years, the plight of prisons in the relief for criminals’ serious disease has become more and more tougher. We should not only bear the risk of supervision safety, but also bear a heavy economic burden, and cope with the impact on the supervision order. The reason for this is that under the background of the growing awareness of human rights, life consciousness and quality, it has a great relationship with our unclear understanding of the nature of the medical treatment of criminals, the serious lack of medical conditions, the increasing difficulty of medical treatment for criminals outside the prison, the medical treatment of criminals has not yet been integrated into the medical insurance system and so on. Therefore, it is necessary to improve the understanding of the nature of the medical treatment of criminals, strengthen the medical protection conditions for criminals, and effectively open the channels for the relief of serious diseases.
