摘要
特色小镇的培育与建设是推动新型城镇化和新农村建设的重大决策。有的小镇即便入选省级特色小镇创建名单,但在推进过程中仍困难重重。以瑞安侨贸小镇为例,基于三圈理论分析瑞安特色小镇申报推进情况发现,相关政策侧重于价值圈和能力圈而忽视了支持圈,从而可能导致在支持圈上存在先天不足。为此,特色小镇的培育与建设应强化支持圈,在相关的产业、招商引资、文化、政策、宣传等方面着力。
Fostering and constructing of feature towns is a major policy in promoting new urbanization and new rural construction. Certain towns are enrolled at the provincial level but meet great difficulties in the process. In the case of overseas trade town of Rui’an,study on the application process based on “three circles” theory shows that relevant policies emphasize value circle and capacity circle while neglecting support circle,causing deficient support. For this reason,support circle should be strengthened in the fostering and constructing of feature towns. Efforts should be made in relevant industries,attracting investment,culture,policies and publicity.
