摘要
统筹城乡发展是实现我国经济持续发展的重要保证。而土地财政、房价却是拉大城乡收入差距的两个重要因素,文章借助2001-2017年中国31省市区面板数据,考察三者之间的关系。研究结果表明:土地财政规模扩大会促使房价上升;房价攀升通过“财富效应”、“信贷效应”以及阻碍农村剩余劳动力流动三种途径拉大城乡居民收入差距;而地方政府对土地财政的追逐会通过房价的作用进一步加剧城乡收入悬殊。因此,应客观看待并逐步改变地方政府依赖土地财政的发展模式;推动房地产业健康有序发展;同时,促进农村剩余劳动力自由流动,以此缩小城乡收入差距。
Overall planning for urban-rural development is an important guarantee for the sustainable development of China's economy. However, there are two vital factors widening the urban-rural income gap-land finance and house prices. This paper investigates the relationship among them with the help of the panel data of 31 provinces, municipalities and autonomous regions in China from 2001 to 2017. The study results show that: the increasing scale of land finance will raise house prices;the rise in house prices can widen the urban-rural income gap through "wealth effect","credit effect" and hindering the mobility of rural labor force;and the local government's pursuit of land finance will further aggravate the urban-rural income gap by the effect of house prices. Therefore, we should regard objectively and change gradually the developing model of the local government's reliance on land finance and promote the healthy and orderly development of real estate industry;at the same time facilitate the free flow of surplus labor force in the village to narrow the urban-rural income gap.
