摘要
中华人民共和国外交的内质是和平主义。体现在外交理念上,就是始终向往世界和平,对和平与战争、和平与发展以及和平与斗争三类基本关系的认识不断深化。体现在外交政策和对外行为上,就是积极维护和努力塑造世界和平,把争取世界和平作为外交政策的首要任务,坚持和平共处五项原则,主张通过和平方式解决国际争端,在世界裁军运动中采取积极行动,积极参与联合国维和机制,建设性参与国际和地区热点问题的解决;塑造世界和平的大方向,塑造世界和平的经济、政治、安全和人文基础。中华人民共和国外交的和平主义内质和对世界和平的不懈追求,是中国悠久“和”文化传统、马克思主义和平观、社会主义制度性质和当今时代主题等多方面因素综合作用的结果。中华人民共和国外交坚持和平主义取向,对自身发展有利,对亚太地区乃至整个世界的和平与发展有利。面对百年未有之大变局,面对不稳定性、不确定性日益凸显的世界,日益走近世界舞台中央的中国恪守和平主义取向,在为实现“两个一百年”奋斗目标保驾护航的同时,继续为世界和平与发展、为人类命运共同体构建做出新的更大贡献。
The essence of China's diplomacy is pacifism, which is embodied in persistently yearning for world peace in the diplomatic concept, and actively maintaining and striving to shape world peace in foreign policy and diplomatic actions. The pacifist nature of the People's Republic of China and the unremitting pursuit of world peace are the result of the combined effects of China's long-standing “harmony” cultural tradition, the Marxist view of peace, the nature of the socialist system, and the theme of the current era. Chinese diplomacy, which adheres to the pacifist orientation, is beneficial to the peace and development of the Asia-Pacific region and the whole world as well as China's own development. Faced with unprecedented major changes in a world with increasingly instabilities and uncertainties, China, as it is approaching the center of the world stage, will adhere to the pacifist orientation in the diplomatic field and, while safeguarding the realization of the “two centenary” goals, continue to make new and greater contributions to world peace and development and the building of a community with a shared future for mankind.
