摘要
后农业税时代,项目制成为观察国家与农民关系的重要窗口。基于浙西北Z乡的调研发现,项目资源的体制耗散以及项目转包分包的利益阻截不能使国家项目资金完全落地,与此同时,地方政府通过制度的内部控制回应了项目下乡过程中的资金流失问题。在此过程中,项目制不断形塑农民的国家形象。由此,笔者认为需要从中央政府与地方政府两个层面去分析项目制如何形塑农民的国家形象。一方面,从地方政府与农民的关系来看,项目制强化了地方政府自利的想象,也影响了干群关系;另一方面,从中央政府与农民的关系来看,项目下乡增强了农民的国家认同感,这在一定程度上反映了项目制的治理绩效,同时表明国家嵌入式自主性得以实现。
In the era of post agricultural tax,the project system has become an important window to observe the relationship between state and peasants.Based on the investigation of Z Township in Northwest Zhejiang, dissipating project resources and subcontracting project interests have prevented national funds from complete fall. At the same time,the local government respond to the loss of project capital to the countryside through internal control system.In this process,the project system constantly shapes the national image among peasants.Therefore,regarding the relationship between state and peasants, how the project system can shape the national image among them should be analyzed from two levels:the central government and the local government.On one hand, from the relationship between local government and peasants,the project system has strengthened the local government’s motivation of self-benefit and undermined the relationship between cadres and the masses On the other hand from the perspective of the relationship between the central government and peasants, those’ going to the countryside’ projects have consolidated the national identity of peasants, which to a certain extent demonstrates the governance performance of the project system,and indicates achievement of the embedded autonomy of the state.
