摘要
中华人民共和国成立70年来,人民政府将为人民服务的根本宗旨落实到行政管理制度层面,经历了从行理、管理到治理的三次转型。中国行政管理制度中所蕴含的服务理念,建构于科学化的基础之上,植根于历史唯物论和核心价值观之中,寓于人民监督范畴之内。服务理念的演化和发展,是党的理论创新、人民伟大实践、国际行政改革、服务经济发展的必然结果。服务理念对促进政府职能转变、公共治理能力提升、新技术应用、政府作风建设发挥了积极的促进作用。
In the 70 years since the founding of the People’s Republic of China,the fundamental purpose of the people’s government for serving the people,which has been implemented at the level of the administrative management system,has undergone three transitions of administration,management and governance. The service concept implied in China’s administrative management system is built on a scientific basis,rooted in historical materialism and core values and contained within the scope of the people’s supervision. The evolution and development of service concept is the inevitable result of the Party’s theoretical innovation,the great practice of the people,the international administrative reform and the development of service economy. The service concept plays an active role in promoting the transformation of government functions,the improvement of public governance capacity,the application of new technology and the construction of government style as well.
