摘要
在国家治理现代化的视域下,政府公信力体现了政府工作的权威性和法治建设程度,也反映了人民群众对政府的满意度和信任度。在全面深化改革的背景下,为加快经济发展,建设法治社会,构建稳定的社会信用体系,首要任务就是增强政府的影响力号召力和凝聚力,促进民众对政府的自觉认同。以程序正义为核心建构协商民主的制度机制,能够让政府与社会公众在政策制定和执行过程中形成诸多共识,有效提升政府公信力。
Under the vision of modernizing China’s governance, the government’s credibility reflects the authority of its work and the building of law-based governance, as well as the people’s satisfaction and trust in the government. In the context of deepening reform in all areas, the primary task of the government is to strengthen its influence and power to inspire and unite the people, and promote their conscious identification with the government, so as to step up economic development, build a law-based society, and set up a stable social credit system. To construct a consultative democracy with procedural justice at its core would enable the government and public to reach consensus on issues in policy formulation and execution, and hence effectively enhance the government’s credibility.
