摘要
目的分析2012~2017年武汉市卫生资源配置人口和地理分布公平性及变化趋势。方法运用基尼(Gini)系数与集聚度的研究方法,分析2012~2017年武汉市卫生资源配置公平性。结果按Gini系数分析,2012~2017年武汉市卫生资源按人口配置在0.18~0.35,按地理配置在0.74~0.81,卫生人力资源按人口和地理配置的Gini系数均呈上升趋势;按卫生资源集聚度分析,中心城区卫生资源按人口和地理配置的集聚度均>1,远城区卫生资源均<1。结论2012~2017年武汉市总体卫生资源配置公平性较好,但区域差异显著,中心城区优于远城区,按人口配置公平性优于地理,卫生人力资源配置公平性有待改善。武汉市卫生部门应优化卫生资源布局;加大对远城区的投入,重视地理公平性;降低区域之间卫生人力资源配置的不公平水平,提升武汉市健康服务水平。
Objective To analyze the fairness and change trend of population and geographical distribution of health resources allocation in Wuhan from 2012 to 2017. Methods The (Gini)coefficient and concentration method were used to analyze the fairness of health resources allocation in Wuhan from 2012 to 2017. Results According to the analyzed by Gini coefficient, from 2012 to 2017, the health resources of Wuhan were distributed according to the population from 0.18 to 0.35, and the geographical distribution was 0.74~0.81. The Gini coefficient of human resources according to population and geographical distribution showed an upward trend;According to the degree analysis, the concentration of health resources in the central city by population and geographic allocation is >1, and the health resources in the far city are all <1.Conclusion The overall health resource allocation in Wuhan from 2012 to 2017 is fair, but the regional differences are significant. The central city is better than the far city. The fairness of population allocation is better than geography, and the fairness of health human resources allocation needs to be improved. The health department of Wuhan should optimize the layout of health resources;increase investment in the far-off urban areas, pay attention to geographical equity;reduce the unfair level of health human resources allocation between regions, and improve the health service level in Wuhan.
