摘要
为了促进现代农业园区的健康可持续发展,以阜城县阜星现代农业园区为例,基于利益相关者视角,对阜星现代农业园区"六位一体,八统一分"的经营模式进行研究,认为农户是农业现代化发展的主体,要带动农户发展现代农业,而不是"代替"其发展现代农业;企业是关键抓手,要选择有责任、有担当、为农户谋福利的好企业;政府是监督者,要灵活地、适度地进行宏观调控,过度干预或者放手不管都是不可取的;合作社是协调者,是园区与农户之间紧密结合的纽带;同时科研机构及金融机构是重要的参与者,提供技术支撑与资金支持。只有兼顾各相关主体的利益述求,实现多方共赢,才能实现现代农业园区的健康可持续发展。
Modern agricultural parks is an important carrier of agricultural modernization,playing an increasingly important role in agricultural efficiency and increasing farmers income.Therefore,it is particularly important to realize the sustainable development of modern agricultural parks.In order to promote the healthy and sustainable development of modern agricultural parks,The Fuxing Modern Agricultural Park in Fucheng County was took as an example,based on the perspective of stakeholders,and carries out the business model of“six-in-one,eight unified points”in the modern agricultural park of Fuxing.Research shows that farmers are the mainstay of developing modern agriculture and should be motivated to develop modern agriculture by themselves;enterprises are the key guarantee,and we should choose enterprises with responsibility and can bring benefit to farmers;the government is the supervisor and should carry out macro-control flexibly and moderatly;the cooperative is the coordinator as well as the close bond between the agricultural parks and farmers;and the research institutions and financial institutions are important participants,providing technical and financial support.Only by taking into account the interests of all stakeholders and achieving the win-win results can we achieve healthy and sustainable development of modern agricultural parks.
