摘要
制定暴风雪灾害划定标准,为我们更科学地预防暴风雪对交通、生产等造成的危害,采取有利措施避免灾害的损失,有效利用自然资源提供依据,同时为政府指挥灾害应急预案提供指导。本文重新规范了暴风雪天气定义,通过研究全国58个暴风雪天气个例,用聚类分析法,找到暴风雪天气指数的构成因子,用无量纲化处理得到暴风雪天气指数计算方法,选取不同百分位的指数值,得到暴风雪天气等级对应的暴风雪天气指数阈值,从而得到暴风雪天气等级的划分标准。
Standard development on snowstorm disaster classification provides the basis for us to scientifically prevent the damage of snowstorms on traffic and production, adopt favorable measures to avoid losses and effectively use natural resources, and meanwhile provides guidance for government to make disaster emergency plan. This paper redefines the definition of snowstorm, and finds the major factors of snowstorm weather index by cluster analysis from 58 snowstorm cases in China, which are processed in the dimensionless treatment in order to calculate the index of snowstorm. Then it selects the index values with different percentages to measure snowstorm evaluation value, presents the threshold value of snowstorm weather index, so as to obtain the classification of snowstorms.
