摘要
为了更好推动实施"健康中国"战略,推动公立医院系统管理创新,可以从医疗服务供给模式、公立医院协同治理设计以及公立医院内部管理体系等方面,探索能满足新时代人民群众需求的、现代化的公立医院管理制度。公立医院应在整合医疗中起引领作用,推动公立和私立医院向"功能型整合"的方向跨越;构建以"多利益相关方"为特点的协同治理平台;创新医院内部的高绩效管理系统,打造三个中心:临床治理、医疗服务保障、患者管理与创新。
In order to enhance a better implementation of the “Healthy China” strategy, this study aims to explore a modern management system of public hospitals to meet the needs of the society in the new era of China. We explore the innovative management system from three aspects: changing the medical service supply system, building collaborative governance platform of public hospitals, and redesigning internal management system of public hospitals. We propose that public hospitals should play a leading role in the integration of public and private medical services;building a multi-stakeholderpublic hospital collaborative governance platform to meet multiple goals;redesigning the high performance management system of public hospitals by establishing three management centers: clinical treatment governance center, medical technique and support center, as well as patient management and innovation center.
