摘要
中国卫生与健康价值框架是在2016年全国卫生与健康大会和2017年党的十九大明确健康中国战略以后逐步建立和发展起来的。文章对我国的卫生体系发展进行了历史的回顾,首次探讨了中国卫生与健康的价值观,它包含5个要素:公平可及、质量、全生命周期服务、健康扶贫和共建共享。不同国家医疗卫生制度有着不同的价值观,中国需要将宏观的"以人民为中心"的价值观与微观的"以患者为中心"的价值观结合起来指导当前的卫生改革。本文还对欧美国家的价值评价框架作了简要介绍。一个国家的卫生与健康价值观需要有法律的保障。中国的卫生与健康价值观体现了政府对健康的政治意愿和政治决心,将会给世界提供宝贵的理论和实践经验。
China＇s health value framework was gradually established and developed after ＂ National Health Conference ＂ in 2016 and ＂ The Nineteenth Congress of the Communist Party of China＂ in 2017, which made a clear strategy of ＂ Healthy China ＂. It historically reviews health system development in China, and discusses China＇s health value for the first time. It contains five elements such as equity and accessibility, quality, full life - cycle service, health poverty alleviation, co - construction and sharing. Health systems in different countries have their dif- ferent values. It is necessary to combine the macro ＂people - centered＂ values with the micro ＂patient - centered＂ values to guide current health system reform. This article also gives a brief introduction to the value assessment frameworks in European countries and USA. The health values of a country need to be guaranteed by legislation. China＇s health and healthcare values reflect political will and political determination of government for health, which will provide valuable theoretical and practical experience to the world.
