“双一流”进程中地方高校柔性引进高层次人才实践与探索——以安徽省属高校为例 被引量:5

摘要 在"双一流"进程中,各高等学校都坚持人才强校战略,把人才资源作为第一资源,不断加大人才引进力度,集聚了一大批高层次人才。地方高校由于受到财力、地理位置和学校原始积累等因素影响,在高层次人才引进上存在一定的困难。为解决高层次人才需求的瓶颈,很多地方高校践行"不求所有,但求所用"的原则,采取柔性引才方式汇聚高端人才,这些柔性引进人才为推动各校跨越式发展发挥了积极的作用,在较短的时间内,有效提升了各高校师资队伍层次和科研水平。 In the process of "Double First-Class" university development, all institutions of higher learning have adhered to the strategy of invigorating the university by talents cultivation, taken human resources as the first resource, continuously strengthened the introduction of talents and gathered a large number of high-level talents. Local colleges are affected by financial resources, geographical location and the original accumulation of schools and other factors, so there are certain difficulties in the introduction of high-level talents. To solve the bottleneck of high level talented shortage, many local colleges uphold the principle of "not to own but to utilize", adopt flexible policies to attract high-level talent. Those talent introduction policies have played an important role in promoting the leap-forward development of schools and in a relatively short time, effectively promoted teaching staff and scientific research of the teaching staff.
