摘要
目的对2017年初原卫计委法制司公布的167项(包括275个标准)待清理职业卫生和职业病诊断标准制修订项目的完成现状进行整理分析。方法收集2017年以来职业卫生和职业病诊断标准发布、废止及项目终止通告,以及职业卫生标委会标准审议通过情况,分别建立数据库并进行比较。结果截至2019年2月底,待清理的254项职业卫生标准中,终止95项、已颁布53项、即将颁布106项,分别占37.40%、20.87%和41.73%;待清理的职业病诊断标准中,已颁布20项、即将颁布1项,分别占95.24%和4.76%。结论截至2019年2月底,待清理的标准制修订项目目前已全部完成,国家职业卫生标准体系进一步完善,但仍存在部分缺口;国家职业卫生标准的体系目前处于过渡阶段;标准的宣贯和追踪机制尚需进一步重视和完善。
Objective To analyze current status of the 167 unfinished occupational health standard development and revision programs (contain 275 standards). Methods The promulgation , abolition and termination announcement of occupational health and occupational disease diagnostic standards since 2017, as well as the standard review and approval notices of the occupational health standards committee were collected respectively, databases were established and comparison was implemented. Results As of February 28, 2019, of the 254 occupational health standard development and revision programs, 95 were terminated, 53 were promulgated, and 106 would be promulgated, accounting for 37.40%, 20.87% and 41.73% respectively. Among the 21 occupational diseases diagnostic standard development and revision programs, 20 were promulgated and 1 would be promulgated, accounting for 95.24% and 4.76% respectively. Conclusion As of February28, 2019, the unfinished occupational health standards development and revision programs have all been completed. The national occupational health standard system has been further improved, but there are still with deficiencies and is currently in a transitional stage;the standard propaganda, implementation and tracing mechanism should be paid further attention and improved.
