摘要
京津冀协同发展战略与雄安新区的设立为保定的发展带来了更多机会,“保定—雄安”协同发展问题需要进行前瞻性思考。“分工-协作”理论、“软区划”理论以及“聚集-分散”理论等都为“保定—雄安”协同发展提供了理论支撑。“保定—雄安”协同发展需要构建相对完善的治理体系,并酝酿“保定—雄安”协同发展的可操作方法。保定的城市体系空间布局是进行产业布局和资源配置的前提,按照《河北省雄安新区规划纲要》“一主、五辅、多节点”的发展格局设计思路,“一主”位于雄安新区西侧靠近保定的徐水区东侧和清苑区北侧,在保定城市体系空间格局中,“寨里乡组团”应该成为保定与雄安新区对接的节点,在保定区划内形成“内层链”“中层链”和“外层链”的发展秩序,并为形成“北侧链”“南侧链”以及“保定—雄安”主轴链做好准备。徐水区的大因镇、崔庄镇以及清苑区的臧村镇、阎庄乡、望亭镇在发展秩序上需要向前安排,依托寨里乡在“保定—雄安”之间形成“对接环”。
The coordinated development of Beijing-Tianjin-Hebei and Xiongan New District setting-up cater more opportunities for the development of Baoding city, the issue for“Baoding-Xiongan” collaborative development should be considered forehand.“Division of labor and collaboration” theory,“soft zone” theory and“gathered scattered” theory can provide a theoretical support for “Baoding-Xiongan” collaborative development. It is necessary for“Baoding-Xiongan” collaborative development to build a relatively perfect governance system, and“Baoding-Xiongan” collaborative development operational methods should also be brewed. Urban system spatial layout of Baoding city is the precondition for industrial layout and the allocation of resources, according to the program for the Xiongan New District in Hebei province, designing the development pattern of “One main area, five auxiliary, multiple nodes”,“one main area” is located in the west side of Xiongan New District near the east Xushui district of Baoding and north Qingyuan district, in the spatial pattern of Baoding city system, Zhaili town group should be the node for Baoding city to dock with the Xiongan New District, form developing order of the inner chain, middle chain, and outer chain in Baoding area, and prepare for forming the north side chain, the south side chain and“Baoding-Xiongan” spindle chain. Dayin town, Cuizhuang town of Xushui district, and Zangcun town, Yanzhuang town, Wangting town of Qingyuan district should be arranged forward, relying on Zhaili town“Baoding-Xiongan” docking ring can be formed in this way.
