摘要
为了推进京津冀协同发展,提出在冀中南地区需要以石家庄为核心构建京津冀城市体系的第三极,通过"四层次扩展"方式将"一城四星"格局下的石家庄发展成为京津冀城市体系的第三极。其构想为以石家庄为中心构建跨行政区划的X形城市体系,通过"保定市—邯郸市"城市链和"太原市—德州市"城市链将邻近的省域行政单元整合在一起。通过"分步发展+分片发展"的方式,有秩序地推进第三极城市体系的建设,向东构建起"晋州市+辛集市"节点,向北构建起"新乐市+定州市"节点。
In order to promote Beijing-Tianjin-Hebei coordinative development, it is necessary to build the third pole of the Beijing-Tianjin-Hebei urban system by taking Shijiazhuang as the core in the central-south region of Hebei province. The proposal is that an X–shape urban system must be built up with Shijiazhuang as the center. In this urban system frame, “Baoding-Handan” city chain and “Taiyuan-Dezhou” city chain can integrate the neighbor provincial administrative unit together. Through the north and south “Baoding- Handan” city chain and east-west “Taiyuan-Dezhou” city chain, neighboring provinces are integrated together. Through the way of “step by step ＋ subdivision development”, the third pole of urban system constructing should be promoted. In the east, “Xinji city＋Jinzhou city” node center must be shaped. In the north, “Xinle city＋Dingzhou city” node centre must be shaped.
