摘要
政治生态,概指政治体系内外部关系的实然与应然状态。它是在一定时空状态下,既定政治体系与外部圈层、政治体系与其次体系及要素之间的纵横向结构,在运行过程中所形成与外显的总体性关系状态及其趋势。设定一个可量化的政治生态指标模型,对政治体系的生态化程度进行可观察与度量的分析测度,并以之为依据,为现实政治运作提供评价甚至是预警,无疑有其程序性必要。测定某一政治体系的生态状况的主要指标,就制度层面而言,主要包括政治体系权力来源的正当性程度(民主化程度)、政治体系运行的法治化程度、基本公民权利的保障程度、政府权力的限制程度、政治过程的开放透明程度(清廉程度),以及外部监督机制的完善程度与政治认同程度,它们共同构成判定政治体系生态化程度的综合性指标体系。
The political ecology refers as a whole to both the actual and the ought-to-be status of the relationships inside and outside a political system,which reflects the vertical and horizontal structures among the political system,its environment,its sub-systems and various elements.It is obviously necessary in the sense of procedure that a quantitative model should be formed to evaluate the operation of the political system or even to warn against the basic risks in advance through observing and analyzing the level of its political ecology.The basic indexes of political ecology from the perspective of institution include the degree of the justice concerning the origin of the power,the degree of the obedience to the law when the system is in operation,the degree of the security of the basic rights of citizens,the degree of the limitation of the governmental power,the degree of the transparency of political process and the degree of completeness of the outside supervision and approval.These indexes together may constitute a model of measuring the level of the political ecology.
