摘要
为促进南疆农业经济长期稳定发展,基于科布—道格拉斯生产函数,引入农村人力资本相关指标,采用新疆南疆四地州2007-2016年的面板数据,分析了南疆地区农村人力资本投资各途径对农业经济发展的影响,并在此基础上利用主成分分析法对四地州人力资本投资的贡献度进行分析。结果表明:南疆地区农业人力资本投资对农业经济发展存在显著推动作用;四地州均以农村物质资本投资作为农业经济发展的主要推动力,对农村人力资本投资的重视度较低、地区差异大;各地州内部农村人力资本投资不同途径贡献度存在较大差异,农村人力资本开发潜力较大。因此,在保持物质资本投入的同时也要加大对农村人力资本的开发,调整人力资本投资结构,培养有文化,懂技术,适合农村发展的新型农民。
To promote long-term stable development of Southern Xinjiang agricultural economy, based on the C-D production function and introducing the related parameters of rural human capital, using panel data of four Southern Xinjiang districts during 2007-2016, effects of rural human capital investment various ways on the development of agricultural economy were analyzed, on this basis, using the principal component analysis to analyze the contribution of human capital investment of four districts. The results showed that: agricultural human capital investment in Southern Xinjiang has a significant role in promoting agricultural economic development;all the four districts take rural material capital investment as the main driving force of agricultural economic development, and pay low attention to rural human capital investment, with large regional differences;the contribution degree of rural human capital investment in different ways varies greatly among different prefectures, and the development potential of rural human capital is great. Therefore, while maintaining the input of material capital, we should also increase the development of human capital in rural areas, adjust the investment structure of human capital, and cultivate a new type of farmers who have culture, understand technology and are suitable for rural development.
