摘要
协同发展的产业体系体现了内生经济增长的基本逻辑,从国际实践来看具有全局联动性、形态多样性、阶段变化性和开放互动性特征。当前中国产业体系形态正在从中低端全能型向高端引领型突破,要素供给从数量规模型向质量效率型升级,要素配置从外生干预型向内生自主型转化,开放模式从单向引进型向双向互动型拓展。同时,非协同发展的矛盾显现,主要表现在实体经济动力弱化,关键要素短板突出,结构错配矛盾凸显,产业开放层次偏低,协同发展机制僵化。建设协同发展的产业体系,根本上要构建创新引领、协同发展的内生发展机制,为此建议,重塑实体经济发展导向机制,强化科技创新引擎机制,顺畅现代金融服务机制,健全人力资源资本化机制,加快构建开放型产业新体制。
The industrial system that promotes coordinated development reflects the basic logic of endogenous economic growth. From the perspective of international practice, it has the characteristics of global linkage, morphological diversity,stage variability and open interaction. At present,China’s industrial system is undergoing a breakthrough from the low-end all-round to the high-end, the supply of factors from quantity to quality and efficiency,the allocation of factors from exogenous intervention to endogenous transformation, and the open model from one-way introduction.Expand to a two-way interactive style. At the same time, the contradiction of non-cooperative development appears mainly in the weakening of the dynamic of the real economy, the short-term key elements are prominent, the contradiction of structural mismatches is prominent,the level of industrial openness is low, and the mechanism of coordinated development is rigid. To build a coordinated industrial system, it is necessary to construct an endogenous development mechanism of innovation leading and coordinated development. To this end, it is suggested to reshape the development mechanism of the real economy, strengthen the engine mechanism of science and technology innovation, smooth the mechanism of modern financial service, improve mechanism of the human resources capital, and accelerate the mechanism of construction of a new open industrial system.
