摘要 城市发展是现代经济增长的重要标志,是能源消费和二氧化碳排放增长的主要来源,推动城市地区二氧化碳排放尽早达峰并持续下降,对快速城镇化进程中的中国实现应对气候变化目标具有重要意义。截至目前,我国已有21个城市和2个省区(合为APPC达峰先锋城市成员)提出了各自达到二氧化碳排放峰值的目标。但关于如何辨识城市达峰阶段,并在达峰后一段时期碳排放总量持续下降以及人均碳排放、碳排放总量和能耗总量达峰关系等研究,目前还没有对其进行深入的探讨。本文结合北京市经济发展以及碳排放演变的规律,提出一些实用的辨识方法,以便于后期研究和决策。 Urban development is an important symbol of modern economic growth and a major source of rise in energy consumption and carbon dioxide emissions. Promoting carbon dioxide emissions in urban areas to peak as soon as possible and continue to decline are of great significance to China’s goal of tackling climate change in the process of rapid urbanization. Up to now, 21 cities and 2 provinces (the APPC peaking pioneer cities) have proposed their own peaking goals. But how to identify the peak stage and ensure the carbon emission continue to decline after the peak, as well as the relationship among per capita carbon emissions, total carbon emissions and total energy consumption and economic development, there has not been thoroughly explored. Based on Beijing’s economic development and carbon emissions evolution, a practical verification method is put forward, for further research and decision.
