摘要
文章通过调研国家层面与湖南省对接“一带一路”战略行动实施情况,分析现状,总结问题,从重点领域与重点任务等层面调研整理湖南省与“一带一路”沿线国家科技创新合作现状,分析存在问题。目前,存在基础研究不足、合作重点领域不均衡、联合研发与高水平科技创新合作较少、国际性技术转移机制尚未形成的问题。针对现状提出了4点建议,加快省级规划出台推进科技创新合作机制建设、构建联合研究模式、建立国际技术转移机制、加强科技创新智库建设。
This paper investigated the implementation of the "The Belt and Road" strategic action in Hunan Province at the national level,analyzed the present situation and summarize the problems,so as to put forward some suggestions and countermeasures. This paper analyzed the present situation and existing problems of scientific and technological innovation cooperation between Hunan Province and the countries along the "The Belt and Road" from the aspects of key areas and key tasks.At present,there were some problems,such as no basic research,unbalanced key areas of cooperation,less cooperation between joint R & D and high-level scientific and technological innovation,and the international technology transfer mechanism has not yet been formed.According to the present situation,this paper put forward four suggestions to speed up the formulation of provincial planning,promote the construction of scientific and technological innovation cooperation mechanism, build a joint research model,establish an international technology transfer mechanism,and strengthen the construction of scientific and technological innovation think tanks.
