摘要
农村基础设施建设是实现农村地区经济发展,农民生活水平提高的基本保障。但我国农村基础设施投资呈现区域、城乡差距过大,分配不合理的问题。在已有供给领域存在供给与需求不匹配的问题,资源浪费严重。应建立农村基础设施投资公平性的评价体系,针对农村基础设施投资公平评价建立合理的投资方式和投资制度。对国内外研究农村基础设施投资的文献进行归纳,指出了我国农村基础设施的公平供给的现状和问题,对我国农村基础设施的投资公平性政策制定有一定的参考价值,从而引导农村基础设施投资数量和谐、供需匹配。
Rural infrastructure, as the social leading capital of rural economic development, is related to the speed and quality of rural economic and social development.At present, China’s rural infrastructure investment has significant imbalance in region and investment, leading to the injustice of rural infrastructure and increasing income gap between rural residents which is seriously restricting the development of rural areas.The fairness of rural infrastructure investment is not only related to the development of rural social economy, but also related to the realization of the strategy of rural revitalization.From the perspective of policy guarantee mechanism, the research on the equity of rural infrastructure investment is of great theoretical value and practical significance to the establishment of social equity guarantee system, and of great strategic significance to the realization of rural revitalization and targeted poverty alleviation.By sorting out and summarizing relevant literatures on rural infrastructure investment at home and abroad, this paper summarizes the current situation of the research on the equity of rural infrastructure investment from the perspective of policy guarantee mechanism and puts forward the research direction, so as to provide reference for academic research and policy formulation on promoting the equity of rural infrastructure investment.
