摘要
在区域政策多样化和密集化的背景下,区域政策地区指向问题值得重点关注。区域政策地区指向的具体内涵是指区域政策覆盖的空间范围,即区域政策的直接受益主体;而外延则包括政策的受益形式,即针对特定主体的区域政策的核心目标、实施内容与适配措施。地区指向作为区域政策指导与反馈机制的载体,具有自上而下的战略意图分解和自下而上的信息收集与政策效果评价功能。区域政策地区指向的优化应当把握国家战略内涵深化与扩展的总体方向,关注地区发展转型升级的动态需求,确定区域政策支持的重点地区、动态调整政策目标、主要内容与措施,并完善其在政策制定体系中的反馈载体功能。
In the context of diversification and concentration of regional policy, its regional orientation deserves more attention. Its specific connotation refers to the spatial scope covered by regional policy, that is, the direct beneficiary subject of regional policy, while the extension includes the policy benefit form, that is, the core goal,the implementation content and appropriate measures of regional policy aimed at the specific subject, As the carrier of regional policy guidance and feedback mechanism, regional orientation has the functions of top-down strategic intention decomposition and bottom-up information collection and policy effect evaluation. Based on this, regional policy orientation optimization should grasp the overall direction of deepening and expanding of national strategy connotation, as well as pay attention to the dynamic demand of regional development transformation and upgrade. And then determine the key areas supported by regional policy, adjust the policy objectives, main contents and measures dynamically. At the same time, the feedback carrier function of regional policy orientation in the policy making system should be improved.
