摘要
村干部在乡村治理中发挥着组织动员、提供服务、协调关系、维持秩序、推动发展和引领价值等角色功能。城镇化导致农村"空心化"的严峻现实与"治理体系和治理能力现代化"的改革目标,使村干部选拔培养工作既面临新挑战又要适应新要求。为进一步发挥村干部角色功能,提升乡村治理水平,我们必须构建贮备机制、选拔机制、培育机制、考核机制、任用机制、激励机制、退出机制和保障机制,努力探索村干部选拔培养长效机制。
Village cadres play the roles of organizing and mobilizing,providing services,maintaining order,coordinating relations,promoting development and leading values in rural governance.Urbanization leading to the serious reality of“hollowing out”in rural areas and the reform goal of“modernization of governance system and governance capacity”,which make the selection and cultivation of“village cadres”face new challenges and meet new requirements.In order to play the role of village cadres further and improve the level of rural governance,we must build a reserve mechanism,selection mechanism,cultivation mechanism,assessment mechanism,appointment mechanism,incentive mechanism,exit mechanism and guarantee mechanism,and strive to explore a long-term mechanism for the selection and cultivation of village cadres.
