摘要
伴随着新时期全面深化改革的不断推进及医改十年的不断突破,中国卫生服务体系在不断满足人民群众的卫生服务需求方面出现了新特征和新挑战,而作为服务临床实践及政策制定的卫生技术评估同样面临着前所未有的机遇与挑战。近年来,国家宏观政策对卫生技术评估不断倾斜,技术评估聚焦卫生与医保决策并发挥着越来越重要的作用,但在政策机制、能力建设、研究基础、评估维度多元化、证据整合、多方参与、患者参与、评审制度规范、价值框架及政策影响方面仍存在诸多挑战。因此,应进一步构建和完善卫生技术评估制度和体系,更好地服务健康中国2030。
With the continuous advance in comprehensively deepening reform in the new era and the breakthrough of health care reform in the past ten years,health service system in China has presented new features and challenges in meeting the public’s needs for health services.As a support for clinical practice and policy formulation,health technology assessment also faces unprecedented opportunities and challenges.In recent years,health technology assessment has been paid much more attention from the aspect of macro policy.Health technology assessment focuses on health and medical insurance decision making and is playing an increasingly important role.However,there are still many challenges in the aspects of policy mechanism,capacity building,research foundation,diversified assessment dimensions,evidence integration,shareholders involvement,patient engagement,appraisal norms,value framework and policy impact.Thus,institutional health technology assessment system should be further established and improved to better serve Healthy China 2030.
