摘要
新时代网络治理既有群众工作的话语传统,又依托信息技术载体而兴起,是改革开放实践中长期历史沿革产生的命题。可将新时代网络治理的历史缘起划分为先导阶段(2003—2005年)、孕育与兴起阶段(2005—2009年)、发展与复杂化张力并存阶段(2009—2017年)和正式形成与问题建构阶段(2017年至今)。多元复杂的实践格局构成了传统群众工作在新时代网络治理中的话语困境,包括技术语言的普遍性与价值取向的盲目性、政策规范的静态性与场景变革的复杂性、官方路线的整体性与社会表达的分化。由此推出新时代网络治理的话语转向问题。唯有通过政策法规的完善、以公平正义作为共识基础以及构建共建共治共享的治理格局,方能多维度的化解传统治理模式的话语困境,有效构建新时代网络治理的话语体系。
Cyber governance in the new era is contextualized by both the information revolution and social transformation and therefore can be viewed as a stretch of doing mass work with the aid of Internet medium.The whole theme of cyber governance in new era is based on the evolution of reform and opening, and it can be divided into four periods of times: the pilot times(2003-2005), the times of breeding and springing up(2005-2009), the times of development and complicated conflicts(2009-2017), and the times of construction in new era(2017-). Nowadays social context is diversified and complicate;therefore, the cyber governance discourse falls into some dilemmas including people’s value blindness under universal technological instruments, the failure of hierarchy in transformation, and the imbalance between the unity of official line and the diversification of social expression. All call for the transformation of discourse for cyber governance in the new era. The whole system of discourse can be reconstructed through the development of laws and policies, fairness and justice as common values, and collaborative governance;the dilemmas would thus be resolved on various dimensions.
