摘要
乡镇政府作为我国政府体系中的最基层政府,在农村公共产品供给中具有独特优势和不可代替的作用。本文通过湖北省丹江口市土关垭镇的实地调查,分析乡镇政府在公共品供给中的存在问题。现实中,乡镇政府在农村公共产品供给中还存在着职能困境、体制困境、能力困境,要提升乡镇政府的农村公共产品供给能力,需紧密结合当前我国农村经济社会发展的实际,站在乡村振兴的战略上探寻路径,从转变政府职能,厘清政府间事、责、权关系,改革财税体制,加强乡镇政府自身能力建设等方面着力,进而为提升乡镇政府的农村公共品供给水平提供一定的理论指导。
As the basic-level government of Chinese government system,village and towns take unique advantages and play irreplaceable role in village public goods supply.Based on the field survey of Tuguanya,a town in Danjiangkou City,Hubei Province,this paper attempts to analyze the problems of public goods supply of village and town.In reality,village and towns confront functional dilemma,institutional predication,and capability inadequacy in village public good supply.Therefore,in order to improve village and towns'capability of supplying village public goods,it is suggested to consider closely the reality of Chinese village and towns'economic development and seek methods based on village and tows'revitalization strategy.In other words,government are supposed to convert their functions,ravel out the relationship of affair,responsibility and power,reform financial and taxation system,and improve self-capability.This paper attempts to offer certain theoretical guidance to village and towns'capability level of village public goods.
