摘要
英国自2007年开始实施的跨项选材已经成为其运动员人才选拔和培养体系的重要组成部分。运用文献资料法,对英国跨项选材的实施目标、过程特征和效果进行梳理。研究发现:英国跨项选材的实施目标以奥运会取得优异成绩为靶点,填补竞技体育优秀人才缺口,为天赋运动员提供"第二次机会"。英国跨项选材实施的过程特征包括各实施机构协同合作,运动项目的遴选依据明确,宣传途径广泛多样,选材各阶段侧重点突出。英国跨项选材已经取得了一定效果,但仍缺乏明确的基本评价标准。我国跨界跨项选材应该建立实施机构的分工协作机制,组建高标准跨项选材团队,设计激励政策发掘优秀人才,建立明确的选材效果评价目标。
Talent transfer has become an important part of its athlete identification and development system in the United Kingdom since 2007.By using the method of documentation,this paper combs the implementation objectives,process characteristics and effects of talent transfer in the UK.The objective of talent transfer in the UK is to achieve outstanding results in the Olympic Games,fill the talent gap in competitive sports and provide a "second chance" for talented athletes.The process of talent transfer in the UK is characterized by the collaboration of various implementing agencies,the clear basis for selecting sports events,the wide range of publicity channels,and the prominent emphasis at all stages of selection.Talent transfer in the UK has achieved some outcomes,but there is still a lack of clear basic evaluation criteria.Talent transfer in China should establish the division of labor and cooperation mechanism of implementing agencies,set up a high standard talent transfer team,design incentive policies to identify talented athletes,and establish clear outcome evaluation objective.
