摘要
世界经济论坛指出:"数据是一种宝贵的资源,将像土地和石油一样成为经济运行中的稀缺战略资源。"在大数据时代下,数据的重要性不言而喻。对于政府来说也是如此,政府公共数据的制作、开放与共享同样会对社会运行发挥重要作用。相比于传统行政信息公开的方式和内容,政府公共数据开放与共享更易于提高政府的参与度,推动数据产生额外收入并提升公民的生活品质。本文立足于中国国情,阐述了含义、意义、障碍、完善等内容。
The World Economic Forum pointed out:"Data is a valuable resource that will become a scarce strategic resource in economic operations like land and oil." In the era of big data, the importance of data is selfevident. The same is true for the government. The production, opening and sharing of government public data will also play an important role in social operations. Compared with the way and content of traditional administrative information disclosure, the opening and sharing of government public data is more likely to increase government participation, promote data to generate additional income and improve the life quality of citizens. Based on China's national conditions, this article aims to meet the requirements of users' openness to government public data by expounding implication, meanings, obstacles, and improvements.
