摘要
建立新型城市离不开多元化的科技投融资体系。近年来,平阳积极探索建立以政府投入为引导、企业投入为主体、科技金融为支撑的多元化科技投融资体系,逐渐加大科技投入并优化结构,加速发展科技风险投资,丰富新型科技金融产品,但仍存在科技投入不足、过度依赖间接融资模式、科技风险投资体系不健全、创新券使用率低的问题。为完善平阳科技投融资体系,应健全政府科技投入的稳定增长机制,巩固间接融资模式,完善风险投资,大力推广科技创新券的应用。
A diversified science and technology investment and financing system is indispensable to newtype urbanization. In recent years, Pingyang has taken the initiative to establish a diversified science and technology investment and financing system which is guided by government investment, dominated by enterprise investment and supported by science and technology finance. Pingyang increases the investment in science and technology gradually and optimizes its structure, accelerating the development of science and technology venture investment, enriching new types of science and technology financial products. Currently, problems still exist such as insufficient input in science and technology, excessive reliance on indirect financing, unsound science and technology venture investment system and the relatively low utility ratio of technology innovation vouchers. To improve the local science and technology investment and financing system, it is suggested that a stable growth mechanism of government science and technology investment be constructed, the indirect financing mode be consolidated, venture investment be developed, and science and technology innovation vouchers be greatly promoted.
