摘要
氢能被称为21世纪"终极能源",美、日、德等国家已将氢能提升至国家战略高度。我国初步具备产业化条件,但目前仍存在专项规划和政策体系缺失,加氢站基础设施建设不足,以及燃料电池关键材料和核心技术依赖进口等制约问题。建议强化氢能产业顶层设计,尽快研究制定氢能产业发展专项规划;积极扶持技术研发和自主创新,健全行业监管和标准体系;规划建设氢能产业基地,推动扩大燃料电池车示范运行。
Hydrogen energy can be called the“ultimate energy”in the 21st century.The United States,Japan,Germany and other countries have promoted hydrogen energy to the national strategic level.China has preliminary conditions for industrialization,but there are still some constraints,such as lack of special planning and policy system,inadequate hydrogenation infrastructure construction,and dependence on imports of fuel cell key materials and core technologies.It is suggested that top-level design of hydrogen industry should be strengthened,special plans for the development of hydrogen industry should be worked out as soon as possible,technology research and development and independent innovation should be actively supported,industry supervision and standard system should be improved,and hydrogen industrial base should be planned and constructed to promote the expansion of demonstration operation of fuel cell vehicles.
