“责权利”层级不匹配现象在基层非常突出。在现实的层级关系,权力集中在上级政府,事情和责任却一级级往下压,最基层的乡镇事情最多、责任最大但权力却最小。
The heavy workload of China’s township governments has led to increasing complaints and formalism. The problem resides in that the superior governments assign excessive amounts of obligatory political tasks to local governments, yet keep the corresponding resources and powerto themselves, which makes the local governments overburdened.
