摘要
我国的生态文明制度建设与整个改革开放事业同步发展,分别经历了初步建构环境保护制度体系框架的起步阶段、可持续发展战略"三个结合"的发展阶段、"两型"社会中多元治理体制的深化阶段以及生态文明体制改革顶层设计的成熟阶段。实践经验启示我们,市场机制是生态文明制度建设的重要内容;目标责任制是落实生态文明制度的根本保障;公众参与是生态文明制度科学化的必要条件;国际借鉴是完善我国生态文明制度的外生动力。在新时代,我国创新和完善生态文明制度需要把握处理好整体推进与重点突破、垂直管理与统一监管、生态制度与生态文化三对关系。
The construction of China’s ecological civilization system has developed synchronously with thewhole history of reform and opening up. Forty years of practical experience have shown us that market mechanism is an important part of the construction of ecological civilization system;target responsibility system is thefundamental guarantee;public participation is the necessary condition for the scientific development of ecological civilization system;international reference is the exogenous motive force for the improvement of ecologicalcivilization system.In the new era, we need to handle the three pairs of relations,overall promotion and keybreakthroughs, vertical management and unified supervision, ecological system and ecological culture.
