中德养老金改革演进与创新比较:调模式与改要素 被引量:2

Comparison of the Evolution and Innovation of Pension Reform between China and Germany:The Mode of Adjustment and the Change of the Elements

摘要 实现养老金的公平与可持续是各国政府积极应对老龄化、推行养老金改革的核心议题。深入研究中德两国养老金改革历程,比较两国在养老金改革涉及的基本制度性改革、分配性要素改革和组织管理要素改革等三个关键性做法与成效,是推进我国养老金深化改革的有效途径。德国通过根本性的制度改革和持续的要素改革,基本实现了养老金的公平与可持续目标。中国迫切需要在养老金统筹、养老金自调节与动态调整机制等方面进一步推进改革。 Realizing the equity and sustainability of pension is the core issue for governments to actively respond to the aging and implement pension reform. This paper makes an in-depth study of the pension reform process in China and Germany, and compares the three key practices and results of the pension reform in China and Germany, including the basic institutional reform, the distribution factor reform and the organizational management factor reform. This is an effective way to deepen the reform of the pension system. Through fundamental institutional reforms and sustained factor reforms, Germany has basically achieved the goal of equity and sustainability of pensions. China urgently needs to further promote the reform in the aspects of overall pension planning, pension self-regulation and dynamic adjustment mechanism.
