“特色小城镇”的就业效能:特征与反思——基于国家首批127个特色小城镇的实证分析 被引量:2

摘要 特色小城镇是近两年中国城乡规划行业发展的新动向,国家政策与行动建立在"乡镇特色建设对经济社会发展的正向促进作用"的认知基础上,尚缺乏针对就业维度考察特色小城镇建设的社会效能的量化分析。文章以国家首批127个特色小城镇为例,围绕就业人口系数开展研究,定量化地通过比较特色小城镇与全国乡镇及非特色乡镇平均就业水平、揭示特色小城镇的就业水平梯度特征、分析不同功能类型的特色小城镇的就业水平及其就业人口系数的历时态增速差异等,试图回答:特色小城镇与居民就业水平的内在关联——是否在就业水平上也存在优势,不同特色小城镇之间的就业效能是否分异?进而,基于提升就业供给能力的视角反思首轮特色小城镇的筛选原则、扶持政策、发展目标,为国家未来相关特色小城镇的评定与实践提供理论基础。研究主要得出以下三点结论:一是特色小城镇总体上具有一定的就业优势,但其内部存在较为显著的梯度分异,其就业优势并非为绝对性;二是分功能类型特色小城镇的就业效能水平分异显著;三是建议特色小城镇现状评估体系中加入就业效能指标内容,帮助小城镇慎重选择特色发展路径。 Characteristic towns are the new trends in the development of China's urban and rural planning industry in the past two years.National policies and actions are based on the recognition of"the positive role of township and township construction in promoting economic and social development",but still lack of a quantitative analysis of the social effectiveness of the construction of characteristic towns in view of the employment dimension.Taking the first batch of 127 characteristic towns in the country as an example,the article conducts research on the employed population coefficient,quantitatively comparing the average employment level of characteristic towns and towns across the country and non-characteristic townships,reveal the gradient characteristics of the employment level of characteristic towns,analyzing the employment status of the characteristic townships and its growth difference over time,trying to answer that the intrinsic correlation between the characteristic towns and residents'employment level:Is there an advantage in the level of employment,and is there a difference in the effectiveness of employment among different characteristic towns?However,based on the perspective of improving the ability of employment supply,the selection principle,supporting policies,and development goals of the first round featured towns were rethought to provide a theoretical basis for the evaluation and practice of the country's future batch of characteristic towns were rethought to provide a theoretical basis for the evaluation and practice of the country's future batch of characteristic towns.Research mainly draw the following conclusions:(1)Characteristic towns have a certain employment advantage on the whole,but there are significant gradient differences within it,and its employment advantage is not absolute.(2)The employment efficiency level of characteristic towns by functions is significantly different.(3)Therefore,it is suggested that the employment efficiency index should be included in the evaluation system of
