摘要
华侨(定居在国外的中国公民)是维护国家主权、安全、发展利益及促进中外友好的重要依靠力量,旅俄华侨更是在中俄"一带一路"建设以及中俄民间友好交往中起到了桥梁纽带作用。随着经济文化交往的增强和互动,旅俄华侨权益法的律保护亟待规范深化,特别是在法治文化视域下,是相应的法律制度体系化、精细化化和权威化。实践证明,旅俄华侨权益保护应从加强涉侨立法工作,构建华侨在俄权益保护体系,提升国外执法能力方面探索寻实施路径。
Overseas Chinese,who refer to Chinese citizens residing abroad,are an important force to safeguard national sovereignty,security,development interests and promote friendship between Chinese and foreign countries. Overseas Chinese living in Russia play a bridge role in The Belt and Road construction of China and Russia as well as the friendly communication between the two countries.With the enhancement and interaction of economic and cultural exchanges,the legal protection of the rights and interests of overseas Chinese in Russia needs to be further standardized. Especially from the perspective of the legal culture,the corresponding legal system should be systematic,refined and authoritative. It has been proved by practice that the protection of the rights and interests of overseas Chinese in Russia should be carried out through strengthening the legislation concerning overseas Chinese,establishing a system for protecting the rights and interests of overseas Chinese in Russia and improving the ability of law enforcement abroad.
