摘要
我国的养老保障制度主要包括养老保险和养老服务两个方面,养老保险是最重要的养老保障方式。中国的国情决定了我国的家庭保障功能在短期内受人口政策等因素的影响呈现出极其明显的弱化特征,加之目前的养老保障问题日益突出,因而寻求和完善解决老年人老有所养问题,以达到老有所乐目标的有效途径便成了重中之重,这不仅关系到老年的健康问题,而且是关乎国家长治久安的重大问题。在新的养老形势下,通过剖析养老保障体系中"三大支柱"所面临的现实困境,结合当前国家的养老政策,阐明推进养老保险"第三支柱"发展的可能性和重要意义,以及存在的问题,并提出具体的发展对策,以期推动养老保障体系的多层次可持续发展。
China’s old-age security system mainly includes two aspects:pension insurance and old-age care.Endowment insurance is the most important way of providing old-age security.China’s national conditions determine that China’s family security function is extremely affected by factors such as population policy in the short term.The obvious weakening characteristics,combined with the current problem of old-age security,have become increasingly important.Therefore,it is a priority to seek and improve the effective way to solve the problem of the elderly to achieve the old age.This is not only related to the elderly.Health issues are also a major issue concerning the long-term stability of the country.In the new pension situation,this paper analyzes the real dilemma faced by the“three pillars”in the old-age security system,and combines the current national pension policy to clarify the promotion of the“third pillar”of pension insurance.The purpose and significance of the purpose is to explore a new path for the development of social security for the elderly in China and promote the multi-level sustainable development of the old-age security system.
