摘要
在科学活动全球化与本土化之间冲突、博弈、趋同并存的时代背景下,以新型研究型大学为改革目标的西湖大学,其改革的理性方略是把科学的本土化应用作为科学活动的逻辑起点,围绕科学的本土化应用构建科学活动的预测、选题、发表、评价等机制。这一改革方略有利于大学产生科学活动的原动力,引发大学系统科学活动的战略转型进而促进大学系统内部的深刻变革,形成科学研究与人才培养、人才价值发挥的协同效应;有利于大学从具有原生性的本土问题出发,追求原创性科学发现,坚守"为真理而真理"的精神。
There are conflicts,battles and convergences between the globalization and localization of scientific activities.Against this historical background,Westlake University,whose reform goal is to set up a new-type research-oriented university,has a rational strategy of reform,which takes the localization of science applications as a starting point for the scientific activities and aims to construct a system of prediction,topic selection,publication and evaluation about the scientific activities.This reform strategy is beneficial for the university to generate stronger motivation for scientific activities,bring all-round strategic transformation to the university's scientific activities,then promote profound changes within the university system and form synergistic effect between scientific research and the cultivation and utilization of talents.It's also beneficial to help the university start with the locally originated issues,seek original scientific discovery and stick to the spirit of “seeking truth for the truth’s sake”.
