摘要
乡村振兴战略的提出,为扭转农业生产低效率的现状提出了要求,提供了契机。测度并提高农业生产效率,对加快河北省农业现代化步伐,保障京津冀都市群农产品的有效供给,实现产业兴旺具有重要意义。运用三阶段DEA模型,在识别与控制环境因素与随机因素影响的基础上,对2016年河北省山前平原区县域农业生产效率进行定量分析。结果表明,山前平原区农业生产效率总体偏低,区域间差异较大,城镇化、工业化、农村居民收入、财政支出与粮食种植相对面积对农业生产要素的利用效率存在显著影响。对此,各地应在乡村振兴的背景下,遵循因地制宜的原则,有侧重地推进农业生产要素投入规模、生产经营组织制度与社会经济环境的优化。
The rural revitalization strategy puts forward the request and provides the opportunity to reverse the low efficiency of agricultural production.To measure and improve the efficiency of agricultural production is significant to quicken the pace of agricultural modernization in Hebei Province,guarantee the effective supply of agricultural products in the Beijing-Tianjin-Hebei metropolitan cluster,and realize industrial prosperity.Based on the identification and control of environmental and random factors,the three-stage DEA model was used to quantitatively analyze the county agricultural production efficiency of piedmont plain region of Hebei Province in 2016.The results show that the overall agricultural production efficiency of the piedmont plain area is relatively low and there are large regional differences.Urbanization,industrialization,rural residents'income,fiscal expenditure and relative area of grain planting have significant influence on the utilization efficiency of agricultural production factors.In this regard,under the background of rural revitalization,all regions should follow the principle of adapting measures to local conditions and focus on promoting the optimization of agricultural factors of production input scale,production and management organization system and socio-economic environment.
