摘要
社区治理是实现社会治理的关键,社区教育是推进社区治理的重要力量。社区教育与社区治理有着紧密的内在联系:具有共同的上位学科和区域基础,都体现了鲜明的现代性;具有促进社区善治的共同目标,社区教育为社区治理培养所需的社区公民及社会组织。社区教育促进社区治理的功能主要体现在:提高公民参与社区治理所必需的基本素质;培养社区的社会组织,提高公共服务水平;培训政府相关管理人员和社会工作人员,使社区治理走向专业化;加强政府与公民及社区社会组织的协调,促进社区和谐等。
Community governance is the key to social governance,and community education is an important force to promote community governance. There is a close internal connection between community education and community governance: sharing the common superior discipline and the regional foundation and both representing the distinctive modernity,having the common goal of promoting the community governance,namely,community education cultivating community citizens and social organizations that community governance needs. The functions of community education promoting community governance are mainly embodied in improving citizens’ basic qualities necessary for their participation in community governance;cultivating social organizations in the community and improving the maturity of the civil society;training government officials and social workers to professionalize community governance;strengthening the coordination between government and citizens and community social organizations,reconstructing social order,and so on.
